This is great news.
For some time now businessmen in Japan have taken advantage of women on trains and it was accepted. My brother taught in Tokyo for a year and told me of the congestion and molestation on trains. During a role-reversal exercise in class an older businessman mentioned if he were a woman he'd ride the train all day long so that important businessmen would touch her.
